Tried to add a category, and it looks like I can add a topic to either General or Site Feedback, but nothing else. So I’m guessing admins add the Categories, then members can post topic threads under them?

Correct. Discourse recommends keeping the number of categories to a minimum and seeing what people use, so I’ve tried to not make a ton of them. One thing I dislike about the “old” forum is that there are way too many different boards and it’s a struggle to find things. Maybe that’s just me.
Edit: however you can add tags to your posts and I think those can be whatever you want.

Trying it on my phone now. So far I’m liking this. Not what I’m used to, but I’m not completely stuck in the past.
